Scottish Water launches £9bn procurement.
Scottish Water has initiated its largest procurement project to revamp the nation’s public assets, ensuring a continuous water supply and environmental protection.
Companies are invited to submit bids for an innovative enterprise-style strategy aimed at improving Scotland’s water and wastewater systems from 2027 to 2033, with a possible six-year extension.
This initiative, referred to as Delivery Vehicle 4, has an estimated value ranging from £5 billion to £9 billion, marking it as the most significant undertaking by Scottish Water to date.
The overall Scottish Water SR27 investment plan is expected to create approximately 4,000 jobs and offer opportunities for 1,500 young individuals.
Rob Mustard, Director of Capital Investment, emphasized that the program would yield substantial benefits for communities, the economy, and the environment.
He stated, “DV4 represents the most extensive investment program and operational method we have ever undertaken. It aligns with our objectives of financial sustainability, service excellence, and surpassing net-zero goals, all while fostering a thriving Scotland.”
Companies are being asked to participate in this pioneering enterprise-style method to enhance Scotland’s water and wastewater systems from 2027 to 2033. DV4 will replace the 12-year-old Delivery Vehicle 1 (DV1) and will manage asset investments as well as complex construction and engineering projects.
Mr. Mustard noted, “We are transitioning to an ‘advanced partnering’ model, moving away from traditional contracting to a more collaborative framework. This approach unites partners through shared outcomes, ensuring value delivery for our customers and innovation in every endeavor.”
The procurement process is being presented as a single contract notice divided into two sections; successful bidders will collaborate closely with Scottish Water’s expert teams nationwide. This partnership aims to enhance the efficiency and effectiveness of project execution.
Additionally, a new network will be established, allowing small and medium-sized enterprises (SMEs) and micro-specialists to partner with the main contractors. A regional framework will also be developed to meet capital and operational needs.
Mr. Mustard remarked, “This supply chain will facilitate over 4,000 jobs and create pathways for more than 1,500 young people. This initiative goes beyond mere economic growth; it aims to provide genuine social value to our communities.”
A market engagement event for DV4 was held on October 24, attracting over 200 attendees from around 70 companies. This gathering provided valuable insights into Scottish Water’s new supply chain strategy and the forthcoming procurement process.
