SWPC Reports 5 Competitive Bids Received for Hadda ISTP and Arana ISTP Project Development

The Saudi Water Partnership Company (SWPC) is pleased to announce the receipt of five competitive bids for the development of the Hadda and Arana Independent Sewage Treatment Plant (ISTP) projects in the Makkah Province. The bids were submitted by following consortia comprising both local and international companies, with each consortium submitting a separate proposal for each project :

  1. Al Fanar Company CJSC and Civil Woks Company LLC (CWC).
  2. GS Inima Company and Alkhorayef Water and Power Technologies Company.
  3. Hassan Allam Holding and TAWZEA.
  4. Miahona Company, Marafiq Company and Buhur for Investment Company.
  5. Metito Utilities Limited Company, Etihad Water and Electricity Company PJSC and SkyBridge Limited Company.

The winning consortia will now be identified after a thorough evaluation of the submitted proposals. Contracts will be signed after the preferred bidders are announced, and project development is anticipated to start the following year, with commercial operations anticipated in 2028.

The Hadda ISTP has a design capacity of 100,000 cubic meters per day with the potential to expand to 250,000 cubic meters per day, whereas the Arana ISTP has an initial design capacity of 250,000 cubic meters per day with the potential to expand to 500,000 cubic meters per day. The construction of treated sewage effluent (TSE) reuse systems, such as transmission pipelines and storage tanks, is another aspect of both projects. The goal is to maximize water reuse in a variety of applications, especially agricultural irrigation throughout the Kingdom.

As part of SWPC’s commitment to develop water infrastructure through Public-Private Partnership (PPP) based on the Build-Own-Operate-Transfer (BOOT) model for a duration of 25 years, this milestone comes after the Request for Proposal (RFP) documents for both projects were issued in January 2025.

SWPC affirms its continued commitment to attracting local and international investment, and to enhancing partnership opportunities with the private sector in the development of critical infrastructure projects and to improve services. These efforts directly support the Kingdom’s ambitions to ensure the sustainability of water resources, in line with the Kingdome’s Vision 2030 and the National Water Strategy 2030.
