PUB, Singapore’s National Water Agency, has selected A Binnies and AECOM (NYSE: ACM) as the joint venture to provide professional engineering services for the Phase 3 expansion of Changi Water Reclamation Plant (WRP) in the country’s east. One of the biggest used water treatment plants in the world, the third expansion phase will boost the plant’s daily treatment capacity by up to 96 million gallons. Changi WRP is also a vital component of PUB’s utilized water management system and a pillar of the Deep Tunnel Sewerage System (DTSS).
Binnies Singapore, an RSK Group company, and AECOM will deliver the preliminary design of the plant’s expansion works as part of the PUB-awarded contract. They will also perform a cost-benefit analysis to identify the best design option. Long-term planning for Changi WRP expansions, environmental studies, and the detailed design and construction supervision of the plant’s expansion projects will all be considered in engineering studies.
“The project aims to increase the capacity of the used water treatment facility and improve its overall operational efficiency,” stated William Yong, managing director of Binnies Singapore and a board member of the joint venture. Advanced used water treatment technologies will be implemented to accomplish this, improving the site’s effectiveness and spatial utilization. Creating a master plan that is prepared for the future and guarantees Changi WRP’s long-term sustainability and resilience is a major goal of ours.
“We’re thrilled to start a new chapter in our partnership with Binnies, utilizing our global expertise in advanced water reuse and reclamation technologies to deliver Changi WRP Phase 3 Expansion,” stated Beverley Stinson, Chief Executive of AECOM’s Global Water Business. This project will strengthen Singapore’s standing as a global leader in cutting-edge used water treatment, backed by our experience as the leading water design firm in the world.
“Our teams have over ten years of experience delivering critical water facilities across Singapore, playing a key role in strengthening Singapore’s water resilience,” stated Ian Chung, chief executive of AECOM’s Asia region. We are eager to use the broad system-wide understanding of water infrastructure that we have acquired from our prior collaboration with PUB.
Gary Young, Chairman of RSK, said: “We are proud to continue being part of Singapore’s Water Story by providing long-term solutions that secure the resilience of this world-class treatment facility and to future-proof the infrastructure, resulting in sustainable, cost-effective and enduring outcomes for Singapore.”
After it is put into service, Changi WRP’s Phase 3 expansion will be crucial to guaranteeing Singapore has a sustainable water supply.
