Orange County captures 8.3 billion gallons of stormwater in February.

The Orange County Water District (OCWD) has successfully stored 25,500 acre-feet of water during the February storms to date, equivalent to 8.3 billion gallons — a quantity adequate for sustaining 204,000 individuals for a year.

This accomplishment follows a series of potent storms that delivered 7.28 inches of rainfall to the area, resulting in a cumulative 13.54 inches of rain since July 1, 2023, marking the start of the water year.

OCWD attributes its capacity to retain this water to careful planning, significant investments in water infrastructure, a strong collaboration with the U.S. Army Corps of Engineers (USACE), and the unwavering commitment of its staff, who worked diligently through adverse weather conditions to optimize stormwater retention.

OCWD President Cathy Green remarked, “We operate one of the most sophisticated aquifer recharge systems globally. Our array of percolation basins, pumps, and inflatable dams effectively replenish the Orange County Groundwater Basin, a key drinking water source catering to 85% of the water needs of 2.5 million individuals.”

Stormwater capture has been a fundamental component of the district’s varied water supply mix for many years. Stormwater capture contributes to 17% of the annual water recharge into the basin — adequate for sustaining 453,000 people. With the current volume of rainfall received, OCWD anticipates an even greater stormwater recharge this water year.

In a bid to further enhance its retention capabilities, the district is evaluating Forecast Informed Reservoir Operations (FIRO) at Prado Dam in Riverside County.

FIRO aims to elevate water storage levels behind the dam by utilizing enhanced weather forecasting to enable more precise dam operations. Through its collaboration with the USACE, water retained behind Prado Dam is strategically pooled and released for downstream capture by OCWD.

“OCWD’s forward-thinking water management ensures a dependable water supply and sets a standard for the industry,” President Green added. “We are committed to maximizing stormwater capture and exploring all avenues to augment our local water supply.”
