First Offshore Wind-Focused Auction Launched in Philippines

The Department of Energy (DOE) in the Philippines has initiated its Fifth Green Energy Auction (GEA-5), which is specifically dedicated to offshore wind energy, offering a substantial 3,300 MW of fixed-bottom offshore wind capacity.

The energy generated from the winning offshore wind projects is expected to commence between 2028 and 2030.

GEA-5 is part of the DOE’s comprehensive plan to meet the renewable energy objectives set forth in the Philippine Energy Plan for 2025-2050 and the National Renewable Energy Program.

The DOE has chosen to concentrate on fixed-bottom offshore wind for this auction due to its proven global performance, cost-effectiveness, and potential for scalability.

“By emphasizing fixed-bottom offshore wind in GEA-5, we are investing in a technology that is poised for implementation. This positions us to establish a robust and credible foundation for the nation’s offshore wind industry, capable of delivering its first power by 2028,” stated Energy Secretary Raphael P.M. Lotilla.

The DOE is encouraging stakeholders, including developers, port operators, transmission firms, and others, to review the GEA-5 Terms of Reference and provide their feedback by June 18.

While the agency recognizes the potential of floating offshore wind technology, it remains in the nascent stages of development. As the global floating offshore wind industry progresses, there is considerable potential for supply chain growth, especially in Southeast Asia, according to the DOE.

“We are still open to the possibilities of floating offshore wind technology. As global expertise expands and the technology advances, the DOE will consider its inclusion in future auction rounds. For the moment, our priority is to generate momentum with fixed-bottom projects that can thrive under existing technical, regulatory, and infrastructure conditions,” remarked Undersecretary Rowena Christina L. Guevara.
