
The Ministry of Energy of the Syrian Arab Republic and ACWA Power, a global leader in water desalination and renewable energy, have entered into a Joint Development Agreement (JDA) to explore the development of approximately 2.5 GW of solar and wind capacity, along with energy storage solutions and a proposed national technical training center. The agreement was formalized at the Ministry’s headquarters, with attendance from H.E. Eng. Mohammad Al-Bashir, Syria’s Minister of Energy, Mohammad Abunayyan, Founder and Chairman of ACWA Power, and representatives from the Saudi Ministry of Energy.
As part of the agreement, ACWA Power and the Ministry will undertake detailed technical and commercial studies on Syria’s existing power plants and national grid infrastructure. The partnership aims to identify suitable sites for renewable energy projects, targeting 1.0 GW of photovoltaic (PV) capacity and 1.5 GW of wind capacity, complemented by grid-scale storage solutions to enhance system reliability and flexibility. Furthermore, the collaboration includes a feasibility study for establishing a national technical training center aimed at equipping professional technicians to support renewable energy projects throughout their construction and operational phases.
Dr. Moayad Samman, ACWA Power’s Country General Manager in Syria, highlighted the company’s integrated approach, stating that the agreement “sets a clear pathway to bring best-in-class solutions to the Syrian power sector, combining reliable generation, cost competitiveness, and accelerated renewable energy integration.” He emphasized the focus on rehabilitation, deploying new solar and wind capacity, and investing in local talent through the training center.
Ahmad Al-Sulayman, Official Spokesperson for the Ministry of Energy, stressed the agreement’s alignment with Syria’s energy goals, emphasizing its role in bolstering reliance on renewable energy sources and developing national infrastructure in accordance with global energy transition trends. He also highlighted the importance of workforce development, noting that the proposed training center will prepare qualified Syrian professionals to support these projects at every stage.
This agreement represents a significant milestone in Syria’s pursuit of energy transition, infrastructure development, and local capacity building, leveraging international expertise to meet future energy demands.
