
Dubai Electricity and Water Authority (DEWA), a utility listed on the DFM, announced on Friday that it had completed 78 percent of its first Independent Water Producer (IWP) project in the Hassyan complex in Jebel Ali.
In a press release, DEWA stated that the Hassyan A plant, which will cost 3.377 billion UAE dirhams ($919 million) and is billed as one of the world’s largest seawater reverse osmosis (SWRO) desalination projects, will be completed in the first quarter of 2027. It will have a production capacity of 180 million imperial gallons per day (MIGD).
The project achieved financial close in April 2024. The project received Middle East and Africa Deal of the Year 2024’ award from Zawya’s sister publication Project Finance International (PFI) in July 2025.
By 2030, DEWA wants to have 735 MIGD of desalination capacity overall, of which 240 MIGD will be achieved using SWRO technology. By 2030, the utility wants to use a combination of waste heat and clean energy to produce all of its desalinated water.
