The Saudi Water Partnerships Company (SWPC ) is excited to announce the issuance of two Requests for Proposal (RFPs) for the establishment of the Hadda Independent Sewage Treatment Plant and the Arana Independent Sewage Treatment Plant, both situated in Makkah.
These RFPs have been made available to developers who were prequalified through the Pre-Qualification Program, with results disclosed in November 2024.
The development of these two ISTP projects aligns with Saudi Arabia’s Vision 2030 and the National Water Strategy 2030, aiming to enhance infrastructure and improve services by expanding sewage treatment capacities and promoting the use of treated sewage.
This initiative will be executed in collaboration with the private sector (PPP) under the BOOT (Build, Own, Operate, and Transfer) model, through 25-year Sewage Treatment Agreements commencing from the commercial operation dates, which are targeted for 2028 for both projects.
The Arana ISTP will begin with a capacity of 250,000 cubic meters per day, with the potential to expand to 500,000 cubic meters per day, while the Hadda ISTP will start with a capacity of 100,000 cubic meters per day, expandable to 250,000 cubic meters per day.
Both projects will significantly increase the wastewater treatment capacity for Makkah city and its holy sites. Additionally, the projects will include treated sewage effluent (TSE) reuse systems, featuring a transmission pipeline and storage tanks to optimize the use of treated sewage, especially for irrigation throughout the Kingdom.
