Saudi issues tender for Ras Mohaisen-Makkah water transmission project.

Saudi Arabia’s Water Transmission Company (WTCO) has initiated the selection process for qualified bidders for the Ras Mohaisen-Baha-Makkah Independent Water Transmission System (IWTS).

This initiative, covering 300 kilometers, is part of the Western Supply Group and aims to achieve a transmission capacity of 515,000 cubic meters daily.

Last month, WTCO disclosed the list of potential bidders for the project, which has garnered attention from major international developers. Notable bidders include prominent Spanish firms such as ACCIONA, Elecnor, and Cox Water, alongside Indian infrastructure giants Kalpataru Projects and Megha Engineering & Infrastructures. Additionally, U.S.-based Lonestar and Japan’s Sojitz Corporation, along with various regional companies, are also vying for the project.

WTCO highlighted that several significant regional firms are in contention, including Kuwait’s Alghanim International and UAE-based organizations like Abu Dhabi National Energy Company (Taqa), Contrax International DMCC, and Emirates Utilities Development Company. Egyptian contractor Orascom Construction is also a competitor for this initiative.

The competition includes leading Saudi developers such as Al Bawani Capital, Nesma, Al Bawardi Group, Al Jomaih Energy & Water, Al Kobraish Investment & Construction, Alkhorayef Water and Power Technologies, Al Yamamah Water Projects, Al Ayuni Investment & Contracting, Alrawaf Contracting, Buhur For Investment Company, Precision Scientific Equipment, Rawafid Industrial Company, and Thrustboring Construction Company.

As per WTCO’s tender announcement, the chosen bidder or consortium will undertake the project under a design, build, finance, lease, and transfer (DBFLT) framework. Upon project completion, the transmission capacity will be leased to WTCO for 35 years through a Water Transmission Development and Lease Agreement (WTDLA).

The project is backed by Synergy Consulting IFA as the lead and financial advisor, with Clifford Chance providing legal advice and ILF offering technical support.
