A partnership between McCarthy and Jacobs has been selected to design and build the Torrance Groundwater Desalter Expansion.
This project is a crucial component of the Water Replenishment District (WRD) of Southern California’s Brackish Groundwater Reclamation Program, as well as its broader “WIN 4 ALL” initiative. It aims to treat brackish water from the West Coast Groundwater Basin, improving the water supply for over 88,000 residents while decreasing reliance on imported water.
The expansion will utilize cutting-edge reverse osmosis membrane technology to extract salts from groundwater, providing high-quality drinking water. This facility may become one of the first in the U.S. to integrate nano-filtration and reverse osmosis in a municipal brackish water system.
With an estimated budget of around $160 million, the project will increase the capacity of the Robert W. Goldsworthy Desalter Facility, generating an additional 9 million gallons of drinking water daily for the City of Torrance. The facility is anticipated to achieve full operational capacity by 2027.
“Jacobs and McCarthy offer innovative water treatment solutions alongside design-build expertise, forming a highly capable team for this important groundwater desalination project in Southern California,” stated Jacobs Senior Vice President Katus Watson.
“The progressive design-build approach enables us to collaborate effectively, reducing costs, minimizing risks, streamlining construction, and enhancing schedule performance to expedite the completion of this state-of-the-art facility that will ensure a sustainable drinking water supply both now and in the future.”
The project will also involve the construction of new groundwater extraction wells and raw water pipelines to support the expanded desalination facility.
“As water resources in the West face increasing pressure, advanced water treatment technologies offer excellent solutions for communities like Torrance to secure a sustainable and resilient water supply,” remarked McCarthy’s Water Group Vice President Sagrado Sparks.
“Initiatives like this proactively tackle water supply challenges using proven technologies and help position California as a leader in safeguarding its delicate drinking water resources.”
